Ok...i hired a lawyer thinking i was gonna get a law suit...(federal) and well i paid him 1, 500 and almost a year is going to pass and no lawsuit or nothing has been charged against me and i wanted to get a refund and he did not want to give me one. is that possible for a lawyer to keep your money for doing absolutely nothing? he mentioned it was his policy but that's too much money for me to lose what can i do?

I don't know what sort of contract you had with the lawyer. If you paid him to be available, and he is available, then he has earned his fee. If you gave a retainer, a deposit against future work, then he has not.
